About Festival Blueprint

Building a Safer, Stronger and More Sustainable Festival Sector

Festival Blueprint is an industry-led framework designed to support safer, more consistent and more sustainable music festival operations across New South Wales.

Developed by the Australian Festival Association (AFA) in collaboration with industry, government agencies, regulators and specialist practitioners, the Blueprint brings together practical guidance, operational knowledge, regulatory information and shared industry experience into a single, accessible platform.

The Blueprint supports the planning, delivery and continuous improvement of festivals across the sector.

Why Festival Blueprint Exists

Music festivals make a significant contribution to Australia’s cultural, social and economic life. They create opportunities for Australian artists and creative workers, support local businesses and communities, drive tourism and provide important spaces for cultural participation and connection.

At the same time, the music festival operating environment has become increasingly complex. Organisers must navigate evolving safety expectations, workforce challenges, regulatory requirements, planning approvals, licensing, stakeholder engagement, accessibility considerations, environmental responsibilities and financial pressures.

While valuable information exists across legislation, agency guidance, industry resources and operational experience, it is often fragmented across multiple sources.

Festival Blueprint was created to help address these challenges by providing a practical, accessible and centralised resource that supports informed decision-making, operational consistency, and continuous improvement across the sector.

The Blueprint is designed to support everyone involved in the planning, delivery and oversight of music festivals, including:

Festival Blueprint contains a growing collection of guidance, resources and tools covering key areas of festival planning and operations.
This includes:

  • NSW-specific regulatory information and compliance pathways
  • Practical tools, templates and checklists
  • Examples of industry good practice
  • Links to legislation, standards and supporting resources
  • Training and professional development materials

The Blueprint consists of a series of interconnected chapters covering the key areas of festival planning and operations.

Additional chapters, resources, templates and training materials will continue to be released.

Industry-Led and Collaborative

The Blueprint was developed by the Australian Festival Association (AFA) through extensive engagement with the people and organisations that help plan, deliver, regulate and support music festivals.

The project has drawn on contributions from festival organisers, government agencies, regulators, emergency services, consultants, accessibility specialists, First Nations advisors, crowd safety specialists and UK event sector experts.

This collaborative approach helps ensure the Blueprint remains practical, relevant and informed by real-world operational experience.

The Blueprint reflects a shared commitment to improving outcomes for audiences, artists, workers, communities and event organisers.

NSW Focused, Nationally Relevant

Festival Blueprint has been developed specifically for the NSW festival environment, reflecting the state’s unique regulatory environment and the strong collaboration that has emerged between industry, government and agencies in recent years.

While many of the principles and practices explored throughout the Blueprint may have broader application, content has been developed with a focus on supporting festivals operating within New South Wales.

The AFA intends for the Blueprint to evolve into a nationally recognised framework that supports best practice across the Australian festival sector while remaining responsive to local regulatory requirements.

A Guide, Not a Replacement

Festival Blueprint is a voluntary best-practice resource.

It does not replace legislation, permits, licences, approvals, standards or professional advice. Event organisers remain responsible for understanding and meeting all applicable legal and regulatory obligations relevant to their event.

The Blueprint is intended to support decision-making, strengthen operational planning and encourage continuous improvement across the sector.

A Living Resource

The festival industry continues to evolve, and so will the Blueprint.

New chapters, resources, templates and updates will be regularly added to reflect industry feedback, regulatory developments, emerging risks, changing practices and lessons learned across the sector.

Festival Blueprint is intended to remain a practical, relevant and continually improving resource that grows alongside the industry it serves.
